Thank you to Council Members for the hours put into this issue:
Re: Bill No.258 Draft 4
An Ordinance Amending Chapter 4 of the Hawaii County Code 1983(2005 Edition, As Amended), Relating
to Animals.
Thank you for the consideration given these issues.
The Following are my concerns:
Dog and Cat Licenses.
Both need to be kept on equal fee scheduling:
Micro chipping both Cats & Dogs is eoually important
It is also a concern Re Section 4-17 Disposition of Fee:
I believe that all fee has collected from animal licensing should not be directed to the County's General
Rind.
The animal shelters island wide are in need of repair if not upgrading to meds the demands of this growing
community and rather than in the General fund where it will be used for any necessary purpose it should be
directed back into maintaining and upgrading these facilities.(Animal Shelters/Pounds).
Section 4-19. "Off - Leash Park" means a public park designated by the director of parks and recreation
where dogs and no other animal shall be allowed to be off-leash
There is still concern with regard to Off Leash parks.
There should be parks on the Island where dog owners are allowed to take their dogs However I believe
dog, should remain on leash at all times for their safety as well as the safety of Humankind
Article 5.Regulation of Dangerous Dogs
Section 4-30. Prohibited acts-conditions on owner-penalties.
Section (e) item (9) the dog be Neutered or spayed at the owners expense unless medically contraindicated.
It is my opinion that this should not be an option if the animal is not euthanized. Problems relating to ill
temperament may be hereditary and therefore the animal should not be kept intact for fear of this propensity
being perpetuated by breeding.
Article 7. General Animal Welfare
Section 443 Cruelty to animals, including dogs and cats.
This will always be the greatest of my concerns and I feel that the current penalties need to be revised.
The cost to the Taxpayer certainly at this time outweigh the penalty to the Perpetrator.
