ToAefaafM RA ,ate 6 11/28/2006 November 27, 2006 Dear Council Members; I appreciate your taking the time to read my testimonial letters that I have submitted. Part of the reason for me not attending these meetings is due to my lower back problems and a tumor pressing on my spinal cord in the neck area. There are times when my condition warrants me to elevate my legs by aligning my upper body with my lower body and I must relax my whole body to do this. However, when I am trying to relax, I can hear the constant noise of the dogs barking. These dogs bark from 40 to 60 hours every week. The dogs only bark when my neighbor is not at home. As I have stated in previous letters, I have tried talking to my neighbor nicely but to no avail. I was willing to work something out with him, but he refused. In fact, at one point he started getting mad at me and raising his voice to me. I strongly feel that this is neither right nor fair. If he doesn't like listening to dogs bark then why can't he understand my feelings? On Thanksgiving Day, I had family at my house. We heard the dogs barking all day because he was not at home. It was hard for me to enjoy my day with my family and hear the constant noise of barking dogs. I urge you to increase the fines for noisy dogs. As I asked him what I could do to help the situation, I am now asking you, the panel, what can I do to increase the fines. I am willing to get petitions signed, writing more testimonial letters, asking friends with similar situations to write letters. I will do what I can to help solve this issue. If the laws were stricter and the fines were higher, I truly believe that animal owners would be more responsible with their animals and more considerate of their neighbors.
