Dear Councilman Higa,
My name is Reese Sako. I'm a student at Hilo High School, and in my "Participation in
Democracy" class, we have been discussing Bill 300. You know the anti-drinking one that makes
it so people can drink in certain areas and ban drinking on beaches.
The Ban may be a good idea, if it is thought out better. Banning drinking on beaches may
help keep beaches clean and keep fights and such from breaking out. However, it may not stop
drunk driving which may be one of the reasons this bill was proposed. If the bill is passed, then
people may start drinking before the go to the beach, increasing the amount of drunk drivers, and
possibly car crashes.
Please consider these points, while deciding on the bill. Please also, make copies and
share my letter with the other council members, thank you.
