Testimony in Support of Bill 258, Draft 5, "Animals"
Dear Chairman Higa and Members of the Hawaii County Council:
We have reviewed Draft 5 of the proposed animal control ordinance, and
found it worthy of our support. It is clear, concise, and we believe,
enforceable. Draft 5 addresses the concerns that initiated this lengthy
process, while recognizing the diversity of our island's people and their life
styles. As currently written, it is far superior to preceding regulatory
attempts, and we hope the Council will pass it without further amendment.
We suggest one minor housekeeping correction, and that regards
standardizing the minimum period of confinement for stray animals. Section
4-16 indicates dogs will be held for 7 days, while Section 4-36 sets a period
of 9 days for cats. In no way should this hold up passage of the bill.
We truly appreciate the opportunity to have participated in the drafting of
the proposed legislation and thank the Council for consideration of our
comments. It is a fine example of the democratic process.
We would be remiss not to also thank our friend, Dr. Holschuh, for once
again wading in to untangle a ball of snakes. This is not the first time he has
done so, and suspect it will not be his last.
