In February 2006, I provided written testimony in strong opposition to Bill 4, Draft 6. In my letter dated February 11, 2006, I cited several sections from the ordinances of the City and County of Honolulu as examples to improve Hawaii County's legislation. Bill 258, Draft 4 is a vast improvement over Bill 4, Draft 6, as it utilizes language from the ordinances of the City and County of Honolulu to improve upon not only the previously introduced bill, but also the existing Chapter 4 of the Hawaii County Code. If adopted, the new ordinance will provide stronger measures towards animal control and promote greater responsibility among pet owners, while allowing flexibility for the public to enjoy training, hunting, and competition events.
