Most future growth in South Kona should occur around existing villages, such as <br /> Honaunau, Captain Cook, and Kealakekua. <br /> #5. Future growth should occur in the form of compact villages which offer increased density and a mix <br /> of homes, shops, and places to work. <br /> #6 Future growth should occur where and when infrastructure (roads and utilities) is <br /> already in place. <br /> #9 The coast line, watershed areas, flood plains, important agricultural land, open space, and areas <br /> mauka of Mamalahoa Highway should be protected inside and outside of the urban expansion areas. <br /> <br /> In order to provide adequate discussion and thought, this amendment under Bill 309 should be <br /> considered separately. The South Kona community members have expressed concern over F-2 and <br /> asked that it be deleted from Bill 309. f F-2 is passed as is, it is my understanding that cesspools will be <br /> allowed for a development mauka of Kealakekua Bay. Currently the notion that effluent from homes <br /> will be rendered clean by percolation through basalt rock is accepted. However, certain cleaning agents <br /> available for home use include hydrogen chloride, a strong acid, at 20% as well as surfactants <br /> (detergent) and phosphoric acid. These and other chemicals, especially those used for agricultural and <br /> yard care purposes, may not break down. Septic systems and biodegradable products should be required <br /> above Kealakekua Bay and a study by the U.S.G.S. should be conducted to determine best management <br /> practices for agricultural and home applications for that area (Submarine Ground-Water Discharge1an <br /> Comm.
