Subject: Support for Bill No 309 (Amendment E-4)
Dear Chair Hiba and members of the Hawaii County Council:
As an introduction, I am Randy Boni, President, Hawaii Island Paddlesports Association
(H-I P A.).
H.1.P.A. is the solo and duo Paddlesparts Association for the Big Island ineluduig solo
and duo outrigger canoes (OC-I / OC-2), Solo and Duo Sirrfsk /Kayaks and
paddleboards. H.I.P.A. was formed in 1998 and we have just completed our 8th full
season. We have over 275 active members from all adult age groups and a growing youth
program.
We support Jacoby Development and its plans for a mix-use marina facility, on these
lands surrounding Honokohau. Kona needs this marina, not only for additional boating
needs, but for ocean recreational opportunities like H.I.P.A Our Sport is expected to grow
tremendously over the next 5 years and Jacoby Development's plans for a new Marina
will provide recreational ocean users is home within this project.
Outside of the new marina, Jacoby Development wants to help this community solve
issues mciuding roads, water, and sewer Their plans to build Kuakini Highway extension
as part of the tirst phase is critical to relieve traffic and start to answer our community's
cry for infrastructure.
Bill 309 (Amendment F.-4) will change all tht DLNR land adjacent to the Honokohau
Small Boat Harbor from "Open" to "Urban Expansion Area." Please support this.
