Three Month Moratorium Waiver of All Parking Meter Fees in Downtown Hilo
Deaz Mr. Rohner:
Thank you very much for participating in the testimony on the above-referenced resolution.
Per our conversation, I wanted to reiterate the Council's feelings towards enforcement during the three-
month moratorium. In order to provide a true model of what it wdl be like if the three month
moratorium is successful, the County will not provide enforcement during the three month moratorium.
As per our conversation, this Council will eliminate the pazking meter attendant positions in downtown
Hilo if the positions will not be subsidized by pazking meters. With that said, a truer indicator would
be to go through the three month moratorium without the County employees chalking of tires or issuing
of citations.
I just wanted to write to you to make sure that this is clear to the Downtown Improvement Association
prior to the passing of final reading. As I mentioned at the Committe on Public Works and Parks
meeting, I support your efforts in using creative ideas to stimulate customer traffic in downtown Hilo.
