RE: TESTIMONY IN SUPPORT OF BILL 365
Relating To Smoking In Certain Places In The County Of Hawaii
[Committee hearing Nov. 28, 2006]

My name is Sally Ancheta, the Senior Program Coordinator of the American Lung
Association of Hawaii (ALAH) and I strongly support Bill 365, which would prohibit
smoking at Kahalu'u Beach Park.
The ALAH believes everyone has the right to breathe clean air, both indoor and outdoor
air. Our mission is to promote lung health and prevent lung disease. We do this through
research, education and advocacy.
We know that the exposure to second hand tobacco smoke is harmful to all, deadly to
some. Here are a few reasons why we support the intent of Bill No. 365:
• Secondhand smoke is a known health hazard. It has been classified as a Group
A Carcinogen, a known cause of cancer in humans and contains 69 carcinogens
including formaldehyde, cyanide, arsenic, and carbon monoxide.
• Secondhand smoke is a known cause of lung cancer, heart disease, low birth
weight births, and chronic lung ailments such as bronchitis and asthma
(particularly in children), as well as many more health problems.
Children and adults of West Hawaii, as well as visitor's need to be protect from outdoor
air pollutants that are harmful to there health and secondhand smoke is a known health
hazard. The public's health should be protected wherever possible, including while
enjoying Kahalu'u Beach Park.
