Nishimura, Traffic Division p~p~1 SUBJECT: Resolution No. 222 98 (Draft 2) v The subject resolution dispenses with the enforcement of Chapter 24, Section 24-216 of the Hawaii County Code 1983 for a three month moratorium period for all metered parking stalls in downtown Hilo. We monitored [he parking situation in downtown Hilo during the first half of the moratorium, March I to Apri] 15, ] 998, and have the following comments. 1. The Downtown Improvement Association (DIA) did not "bag" all the meters as they said they would. Consequently, some motorists are unaware of the free parking and are still feeding the "unbagged" meters. 2. Long term parking zones are less occupied. It appears that employees and employers are parking within short term parking zones closer to their businesses. The DIA's voluntary enforcement plan does not seem to be working. Enforcement is required on a full-time basis to minimize abuse of the short-term parking areas. 3. Many metered areas should continue to be metered because of high use and need for parking turn-over. Meters can be eliminated in some areas that have minimal use. Some short term parking areas should be converted to long-term parking areas. 4. Availability of parking is presently not a problem in downtown Hilo because many retail floor areas are vacant. However, if these vacant spaces become occupied, parking will become a problem again. We do not feel that continuation of [he moratorium beyond the 3-month period or permanent removal of the meters will have a positive long-term benefit for downtown Hilo. ec: Downtown Improvement Association L:;_......; _ s11. tt~~:.
