Dear Mr. Arakaki:
As you may know on, August 2, 1998 three employees of the parking
meter section were given their work force reduction notices and I am one of
those three employees. We have yet to be placed in other jobs pending
justification that we meet the minimum qualification for the jobs available. This is
very stressful for everyone concerned because we may end up with jobs that we
don't want and if we refuse to take these jobs we will be terminated from
employment with the county.
Now, if we accept jobs elsewhere in the county, and should the parking
meter position become available again, we have no return rights to those
positions. We would have to reapply and have to meet minimum qualifications
again in order to obtain the same jobs we were forced to leave.
The three employees in this section are:
Francis Makaiwi with 26 years of service.
Paul T. Ochi with 18 years of service.
Roy I. Ochi with 12 years of service with no sick leave time taken.
All of you have put the three of us in this predicament because all of you
voted in favor of DIA's moratorium for free parking.
At the last vote Councilman Yagong stressed that all meters that are not
covered be covered for this period and DIA agreed to the terms. They only
removed the covers around the post office and used them at the county parking
lot on the corner of Waianuenue Ave. and Keawe St. As of today, the meters
along Wailuku Dr., Hilo Armory parking lots upper and lower, Mohouli St., Kilauea
Ave. fronting Kawamoto Building and other locations. A total of 80 dual meters
and 45 single meters are still in need of covers.
Were they given permission not to cover those meters? Is DIA allowed to
do what ever they want. It is almost two months now into the one year
moratorium and those meters still haven't been covered. Those that have covers
that are weathered should be replaced and DIA is responsible. Peoale are still
feedino the meters which are not covered.
Since I am losing my job because of DIA please have them keep their part
of the agreement or re-instate our jobs in the parking meter section.
