TARGET PRIORITIES
* Retain the Transient Accommodation Tax Formula for each County
The County opposes any attempt by the State to alleviate the current Financial crisis in
the State budget by taking a larger portion of the Transient Accommodation Tax (TAT).
The Counties incur the primary burden of infrastructure and service costs of
accommodating tourists, therefore, the percentage of the TAT that they receive should
not be reduced. Such a reduction would seriously limit the Counties' ability to maintain
the local quality of life essential to bringing in tourists.
* Retain funding levels for Purchases of Services for non-profit agencies
The State should retain the level of funding for the Purchase of Services for non-profit
agencies. The State of Hawaii has used private agencies to meet the health and human
service needs of its people for at least two decades. Any reduction in funding will have
significant social and public safety impacts on the County operations and its people.
* Oppose State mandates which result in unfunded expenditures for the
County
The Council opposes any State mandates which would result in additional financial
commitment of resources through its programs, service or other requirements. The
Council believes that the State should assure adequate funding prior to adopting any
legislation with County impacts.
* Appropriate funding for improvements to Puainako Street and its
extension to Saddle Road ($7,600,000)
* The Council further supports Mayor Stephen K Yamashiro's proposal
for Capital Improvement Projects and the University of Hawaii at Hilo's
Legislative Package initiatives (see attachments)

CAPITAL IMPROVEMENT PROJECT PRIORITIES
FOR SEVERAL COUNCIL DISTRICTS*
• Kaumana Drive (Chong Street-Alahelenue Street)
$1,500,000 to construct drainage/safety improvements
• Support continued construction of improvements to Saddle Road
• $700,000 to establish a business incubation center at University Pazk
• New football field at Civic Complex to preserve Hoolulu Pazk for baseball
use (high school, local league, winter league)
• Keaau Bypass Road "over pass"
• Obtain right of entry for State land across the Civic Complex for parking.
This will enable the county to maximize the use of the Civic Complex and
provide for the best use of ceded lands under DLNR.
• $2,500,000 to construct new gym at Hualani Park in Keaukaha
• Funding to construct safety improvements on Palani Road
• Funding to construct a waterline from Maku'u Homestead to
Hawaiian Pazadise Pazk
* Several Council members have chosen not to place projects on this list, but
will seek funding of district projects through their own individual lobbying
efforts.

A BILL FOR AN ACT
RELATING TO CAPITAL IMPROVEMENT PROJECTS FOR THE BENEFIT OF THE
COUNTY OF HAWAII.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The following sums, or so much thereof as shall
be sufficient to finance the projects listed in this Act, are
hereby appropriated out of the general revenues of the State of
Hawaii, for fiscal year 1997-98.
