I Abraham kantakawiwpole make testimony to Hawaii County Council as the author ity over the 2000 ac~ros on the Hamakua Coas~ of Hawaii petition for the etYectice and equitable use of the i' nd. From a his~.:rioal and cultural perspective, my family and my race of people the Native Hawaiian ltas been given the inalienable right to stewardship of Otis land called Hawaii. It is my birthright to exercise my natural claim to this land. As a long time resident of the Hamakua Coast it is also my fiduciary responsibility to propose what I and the community constituency believe to be an effective community based proposal for the use of the 2000 acres in question. I have delivered narrative proof of the mismanagement of the Hamakua Coast by local government in a failure to provide a strategic plan for the etective attd equitable use of the land. The sugar industry started to phase out its operations in the eazly seventies. For more than a generatior• the local county government has had time to prepare for this day. I make my presentation in concept for the effective and equitable use of the land. bfy petition in this wide format of a memorandum of understanding is presented this day with the hope that an agreement of understanding and a cooperative spirit might exist behveen .dl concerned parties for the betterment of the people of the Big Island and [he State of Hawaii in general. As cesnfied by: l ' Abraham Kamakawiwsole Date s . Statement of Problem: Hawaii County Government has failed to provide strategic planning for the said Hamakua lands currenth in unuse. Current and p, st government administrations have failed to provide a defined plan for the ge~t~*-al use of the Hamakua lands in yuestion. Background: Mr. Abraham Ikamakawiwaole represents a commm~ity-based initiative to put into use 2000 acres of the Hamakua coast Mr. Kamakawiwgole proposes to manage the entire 2000-acre pazcel for the betterment of the local Hamakua Coast residence providing economic and agricultural opportunities that the government has failed to provide. Proposed Plart The proposal for the use of 2000 acres in the Hamakua area calls for alour-phase development plan putting all 2000 acres into diversified agriculture. The proposal break down is to address areas in: • Livestock • Yhazmaceuticals • Genetic Altered Seed Farming • Tropical Erotic Fruits Benetlt: The proposal by Mr. iantakawiwt~le provides a cost ef2ective management system employing local farmers in a cooperative eRort reducing the industrial impact nn the carrying capacity of the land, thus preserving the environmental integrity of the Hamakua Coast in addition to its positive economic impact. 'this proposal calls for a stepped approach to the full development of 2000 arras in strategic phases allowing the government and communih' to enter into a partnership providing maximum benefit to the Big Island and the Stale of Iiawsii.
