Arakaki, Chair and members of the Council Hawaii County Council 25 Aupuni Street Hilo, Hawaii 96720 RE: Bill No. 173, Draft 2, relating to Driver's Licensing Fees Attached you will find a third draft of Bill No. 173. Based on information gained while seeking clarification to concerns expressed at the January 6, 1998, Finance Committee meeting, this revised draft includes two fees which have been chazged by the Police Department although not delineated in the Hawaii County Code as required by law. Those fees consist of a written test fee administered to all new applicants for $1, and an oral examination fee of $10. Furthermore, I am providing the following information to clazify the concerns expressed: On July 1, 1997, a new law (SLH 1997, Act 330, §286-106) went into effect statewide which provided for a six year driver's license for individuals ages 18-71. This law prompted the Hawaii County Driver's Licensing Division to submit Bill No. 173 in accordance with §286- 111 of the Hawaii Revised Statutes which states that all fees accompanying instruction permits or driver's licenses shall be determined by the council of each county. Bill No. 173 includes the provision to issue the six year license at a proposed fee of $18 which is equivalent to the two and four yeaz license fees at $3 per yeaz. Also proposed was an increase in fee from $5 to $10 for the application for instruction permit. According to Lt. Ernest Correa of the Driver's Licensing Division, the increase is due to the extension of the 90-day permit to 180 days pursuant to SLH 1996, Act 100. Concerns were also raised about our fees verses those of other counties.
