Re: Capital Budget
Enclosed is a bill for an ordinance adding the Greenwaste & Composting Facility at the
West Hawaii Sanitary Landfill for $1,750,000 to the Capital Budget. This appropriation is
to construct a legally permitted composting facility at the resource recovery area adjacent
to the West Hawaii Sanitary Landfill at Pu'uanahulu. The facility will be designed to
accept greenwaste, pallets, food scraps, used cooking oil and grease trap waste. These
are all items that are valuable resources which, when fully processed, have excellent
established markets. In addition to increased diversion of organic materials from our
landfills, the facility will allow manufacture of three (3) products: 1) a value-added certified
compost; 2) biodiesel, a transportation fuel; and 3) bunker fuel, which will be used for the
generation of electricity. The recovery of these resources, rather than disposal, is another
step forward in attaining our County's goal of minimizing what goes into any landfill.

A. REQUEST:
Request to amend Ordinance 06-80 to include the following Capital Improvement Project to be funded by
General Obligation bonds.
Greenwaste & Composting Facility at the West Hawaii Sanitary Landfill $1,750,000
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):

This appropriation is requested to construct a legally permitted composting facility at the resource recovery
area adjacent to the West Hawaii Sanitary Landfill at Pu'uanahulu. The facility will provide for composting of
greenwaste and other organics. In addition to increased diversion of organic materials from our landfills, the
facility will allow manufacture of three products. 1) Avalue-added certified compost which is currently being
shipped from off-island by landscapers and resorts, 2) Biodiesel, a transportation fuel and 3) Bunker fuel
which will be used for the generation of electricity. Most of the additional costs required to run the facility will
be offset with the greenwaste tipping fee. The project is designed to accept west side greenwaste, pallets,
food scraps, used cooking oil and grease trap waste. Pallets, food scraps, and used cooking oil are legal to
dispose of in our landfills, with some regulation. The Department of Health requires most greenwaste to be
diverted and is legal only in small quantities. All these are valuable resources which, when fully processed,
have excellent, established markets. The recovery of these resources, rather than disposal, is another step
forward in attaining our County goal of minimizing what goes into any landfill.
