HomeMy WebLinkAboutRES 020 Draft 01 2006-2008 r<Y 0I ~C~- G COUNTY OF HAWAII STATE OF HAWAII RESOLUTION NO. 20 RESOLUTION TO ENHANCE THE ROLE OF THE HAWAII COUNTY COUNCIL AS THE POLICY MAKING BODY FOR THE COUNTY OF HAWAII BY DIRECTING THAT THE COUNCIL TAKE A MORE PROACTIVE ROLE IN THE ANNUAL BUDGET PROCESS. WHEREAS, the Hawaii County Charter, Article X, Section 10-5, establishes the council's authority to amend the County's operating budget, when it states, in part: "After the public hearing, and after the submission of the amendments to the operating budget and to the capital budget, the county council may adopt the operating budget as amended with or without further amendments. First reading shall be after May 5. In amending, it may add new items or increase items in the operating budget. It may decrease or delete items, excepting appropriations required by law and appropriations for debt service. But in all cases the estimated revenues for the ensuing year shall be at least equal in amount to the proposed expenditures...."; and WHEREAS, recognizing the importance of council participation in shaping the County's budget process, the council wishes to take a more proactive role in establishing priority items to be included in the County's operating budget; and WHEREAS, the council wishes to provide its input to the mayor prior to the submission of the operating budget to the council on March 1 of each year, the date mandated by the Hawaii County Charter in Article X, Section 10-2(a); and WHEREAS, by advancing its funding priorities to the mayor earlier in the budget process, the council will encourage a legitimate and deliberate budget review process, to define how best to appropriate County funding and resources to ensure the public welfare and accommodate growth in the County. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII, that the council advances the following funding priorities to the mayor for inclusion in the 2007-08 fiscal year operating budget: • Appropriate adequate funding and resources for the Community Development Planning process to ensure that sufficient capacity and resources exist to bring plans in various communities around the island to fruition; • Increase mid-level management personnel in the Department of Parks and Recreation by adding six (6) new project managers by June 2009 to enable this department to complete projects that are advantageous to the public; • Increase mid-level management personnel in the Planning Department by adding six (6) new planners by June 2009 to enable this department to complete projects that are advantageous to the public; • Increase the number of positions in the Fire Department by adding fifteen (15) new positions to the Fire Department starting with the 2007-08 fiscal year and continuing for the following four fiscal years, to add a total of 75 new positions over five years, in order to address the current staffing shortfall in the Fire Department and to meet national staffing standards; • Appropriate $250,000 annually for the Police Department's Cadet Program, to be used for college tuition costs for cadets who are enrolled in the program; and • Prioritize CIP projects and indicate the specific funding sources for each project, as mandated by the Hawaii County Charter, Article X, Section 10-3(c), which states, in part: As to the capital budget, the [mayor's] message shall include a list of pending and proposed capital improvements together with the mayor's comments on such list It shall itemize and explain each pending capital improvement and each capital improvement proposed to be undertaken within the ensuing fiscal year, showing the estimated cost of each improvement and the pending or proposed method of financing it...." BE IT FURTHER RESOLVED, that the funding priorities listed above should be included in the mayor's operating budget which is submitted to the council on March 1, 2007. 2 BE IT FINALLY RESOLVED, that the County Clerk shall forward certified copies of this resolution to Mayor Harry Kim and to the Directors of the following departments: the Department of Finance, the Department of Parks and Recreation, the Planning Department, the Department of Public Works, the Fire Department, the Police Department, the Department of Civil Defense, the Office of the Corporation Counsel, the Data Systems Department, the Department of Environmental Management, the Human Resources Department, the Department of Liquor Control, the Mass Transit Agency, the Office of Aging, the Office of Housing and Community Development, the Prosecuting Attorney's Office, and the Department of Research and Development.
