Re: Operating Budget -
The State of Hawaii Legislature enacted Act 160, Session Laws of Hawaii 2006, known as the
Supplemental Appropriations Act of 2006, which in part, appropriated funds to the State Department of
Land and Natural Resources, the State Department of Agriculture, and the County of Hawaii for their
coqui frog eradication and control efforts. The Department of Agriculture now proposes to enter into a
contract with the County of Hawaii and provide the county with $140,000, a portion of their Act 160
funding, and for it to be used to purchase citric acid anhydrous for the control of the coqui frog on the
Island of Hawaii.
Enclosed is a resolution to authorize the Mayor to enter into an agreement with the State of Hawaii
Department of Agriculture.
Also enclosed is a bill for an ordinance amending the Operating Budget by appropriating the $140,000 to
the Coqui Frog Eradication Supplies account.

A. REQUEST:
Prepare a resolution for Council's authorization for the Mayor of the County of Hawaii to execute a Contract
for Goods and Services with the State of Hawaii, Hawaii Department of Agriculture, to enable the County of
Hawaii to use these funds for the purchase of citric acid anhydrous for the control of the coqui frog on the
Island of Hawaii.
Appropriate these State funds of $140,000 to Coqui Frog Eradication supplie~Account.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The State of Hawaii Legislature enacted Act 160, Supplemental Appropriations Act of 2006.
This Act amends Act 178, Session Laws of Hawaii 2005, and other appropriations and authorizations
effective during fiscal biennium 2005-2007.
$500,000 for fiscal year 2006-2007 shall be transferred by August 1, 2006, to the Department of Agriculture
for coqui frog control and eradication including research.
The Department of Agriculture proposes to enter into a contract with the County of Hawaii using these funds
appropriated to them for coqui frog control and eradication under Act 160.
The County of Hawaii shall submit to the State, a final report summarizing the project services completed
and a final fiscal report summarizing expenditures included on the project by March 1, 2007.
