Re: Capital Budget
Enclosed is a bill for an ordinance adding the Waimea District Park for $149,000 to the
Capital Budget. Funding for this project will come from the fair share assessment
contributions from the Kohala Ranch LLC in conjunction with Condition M of Ordinance 92-
40 for the Kohala Ranch Project IV. The funds will be used to master plan a new Waimea
District Park to serve the recreational needs of the district of South Kohala.

B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The two proposed appropriations are intended to provide additional recreational resources and amenities for
the North and South Kohala districts which are currently underserved with regard to the recreational needs of
the current populace. The projects were identified for funding by the Department of Parks and Recreation.
The private funds for these two appropriations will be provided from Kohala Ranch LLC in conjunction with
Condition M of Ordinance 92-40 (REZ 710) for Kohala Ranch Project IV at 5-9-01:010 (Portion); 5-9-09:054
(Portion); 5-9-10:031-055, 057, 058, 060 and 056 (Portion); and 5-9-11:001.
The Kamehameha Park Comfort Station provides permanent and accessible comfort station amenities to
support the multitude of outdoor recreational uses currently satisfied by Kamehameha Park, such as football,
baseball, softball, tennis, the children's playground and related/similar sports. The funds will be used to
construct the comfort station according to the design commissioned by Kohala Ranch LLC and reviewed and
approved by the Department of Parks and Recreation.
The Waimea District Park will be applied to the acquisition of a planning consultant to master plan the
recreational needs for the district of South Kohala in conjunction with other park developments occurring in
the district and in acknowledgment of the lands owed the County by Parker Ranch as a condition of their
rezoning ordinance.
