Enclosed is a bill for an ordinance amending the Capital Budget by appropridtirig additional
$900,000 to the Land Acquisition for Public Works Facilities project. In 1978, the County of
Hawaii had obtained a license from the Richardson Trust, the owners of the property at that
time, for a fee of $500/year or 10% of their property taxes to create a temporary ponding site
(across the Hilo Police Station) for runoff generated by the State Mohouli Housing Project.
The Department of Public Works intended to divert these flows to Alenaio Stream via a new
underground drainage system as part of the Kukuau Street improvement project. However,
this project was abandoned during the mid-80s. The current property owners have not been
able to utilize their property due to the pond created by the County/State of Hawaii and would
like to be properly compensated for their loss. An economic analysis indicates that it would be
more cost effective to properly acquire the properties to maintain the ponding area rather than
to install a new drainage system. Additional funds are needed to acquire the properties as
requested by the land owners.

A. REQUEST:
Increase appropriation amount for Land Acquisition for Public Works Facilities for 06-07FY from $100,000 to
$1,000,000.
