Csi December 13, 2006 On rn - C c-~ Pete Hoffmann, Chairman and _ ~T Members of the Hawaii County Council v' Hawaii County Council 'r 25 Aupuni Street Hilo, Hawaii 96720 Re: Capital Budget Enclosed is a bill for an ordinance adding the Palani Road Safety Improvements project for $1,700,000 to this fiscal year's Capital Budget. This appropriation represents the increase in the federal portion of this project to cover additional costs. When four (4) bids for this project were received and opened on August 17, 2006, the low bid was much higher than the County's estimate, therefore, the Federal Highway Administration increased its grant amount by another $1,700,000. This project realigns the eastern terminus of Kealaka`a Street to intersect Palani Road at Palihiolo Street to form a new intersection that will improve vehicular and pedestrian access and safety for users of the high traffic volume intersection. To expedite the contract execution, the Department of Public Works would like to request a waiver from the Finance committee and have this bill heard at the Council meeting scheduled for January 4, 2007. REQUEST: Amend Ordinance 06-80, the Capital Budget by adding an appropriation to increase the Federal portion of the Palani Road Safety Improvements (FHWA) project in the amount of $1,700,000. B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL'SHEETS AS NEEDED): Four bids were received and opened on August 17, 2006, at which time Jas. W. Glover, Ltd. was found to have submitted the low bid of $5,660,600.00. This amount was higher than the County's estimate, therefore, the FHWA has increased the grant amount to cover the addition cost for the project. In reviewing this matter, timely approval is crucial. It is therefore advantageous that approval is granted and the matter placed onto the next Council agenda for review. However, in the event this request is denied, for whatever reason, I understand the matter shall be referred to the Committee on Finance for placement on its future agenda.
