Waste Reduction Facility Design-Build-Operate
Monthly Update -December I5, 2006
Solicitation and Contract Document Preparation
R.W. Beck Inc., Hawkins Delafield & Wood LLP and County Staff facilitated the
Pre-proposal Conference and Site Tour on November 30. The meeting was
attended by representatives from Wheelebrator and Covanta Energy and included
a thorough tour of the proposed facility site, hosted by Mike Dworsky. The
consultants and County staff answered questions and discussed the project further
during the afternoon session.
R.W. Beck Inc. and Hawkins Delafield & Wood LLP are currently preparing
responses to the questions that have been received from the short-listed teams to-
date. These responses will be provided to all short-listed teams in the form of an
addendum to the Request for Stage 2 Proposals.

¦ Project Schedule
One of the key concerns of the short-listed teams is the allotted schedule.
Specifically, the teams would like an additional two months to prepare their
proposal submittals. This would move the anticipated contract execution date to
late summer of 2007.
Action Items and Responsibilities
o R. W. Beck Inc. and Hawkins Delafield & Wood LLP will prepare
responses to questions received from the Short-listed Proposers in the
form of an addendum to the Request for Stage 2 Proposals.
