Answer--The original emergency ordinance offered individuals 60 days. This extension for 270 days gives the homeowner and a business owner more time. As of December 11, 2006: ¦ 227 buildings were issued Yellow Tags. 92 are still yellow ¦ 67 Red Tags were issued and 33 are still red. Why aren't more people than these few applying for the waiver of certain requirements form? Answer-The Building Division Chief at Public Works speaks regularly to these individuals and this is what we teamed. They are waiting for financing either from FEMA or SBA. In several cases, the FEMA money isn't enough. This plus the cost to restore and, some individuals need more time to find the funds. Do you think this extension will help people apply? Answer- Yes, in most cases. Ninety (90) days may not be enough time. Sometimes it takes several months to complete the drawings and contractors are busy, they may not want to commit themselves because of their schedule. If this extension doesn't help the situation what do you recommend we offer? Answer- We are open to ideas How many requests for inspections are you currently receiving? Answer- Only a trickle a day. Very, very, few. Nothing more than a Green Tag, meaning only cosmetic damage was experienced and the building can continue to be occupied. How much do we estimate it will cost the county to waive permit fees for red tags and some yellow tags? Answer.• Estimate $26, 000 to waive fees for Red Tags and $40, 000 to waive fees for yellow tags. So, no more than $66, 000.00 is our estimate. n Comm. No. I' Ref. Answer-Housing STRUCTUALINSPECTIONS Since October 15, Public Works has conducted 1,679 inspections. Of those inspections: ¦ 1,388 buildings were issued Green Tags, meaning only cosmetic damage was experienced and the buildings could continue to be occupied. ¦ 227 buildings were issued Yellow Tags, meaning there was restricted use ¦ 67 Red Tags were issued, meaning these buildings were considered unsafe for occupancy or use. ¦ The average cost to restore these homes ranges upwards of $50,000.00. ¦ Three homes totally destroyed. ¦ The County found that damages were most extensive in the communities of North Kohala with the highest number of "Red Tags." ¦ One Red Tag appeared in South Hilo. Tunes of Construction that did not fair well in this earthquake: ¦ Numerous dry stacked rock walks crumbled around the island. ¦ The upper portion of a two-story townhouse with masonry exterior shear walls performed poorly. There was insufficient vertical reinforcing. The roof beams were not adequately connected to the masonry walls. The masonry shear walls appeared to be overly flexible, casing numerous cracks in the gypboard walls. ¦ The traditional single wall, post and pier homes performed poorly to reasonably well. The lateral resisting system below the floor consisted of 2x4 45-degree braces in each direction. For homes with posts higher than 5 feet, the houses appeared to sway causing splitting at the bases of the heavier loaded posts. Many posts rested on termite shields, not connected to the foundation and the posts shifted laterally-some off the foundation some 1" in either direction. Splitting of post 5' or higher was a common observation. ¦ A Kona resident described their post and pier "home as doing the hula." Another told the story of violent up and down movements. In Waimea, atwo-story home-the upper 5' of the chimney, slid 18" and rotated 30 degrees. Tyaes of Construction that did well in the earthquake: ¦ Double wall homes w/plywood exterior, on low to the ground, post and piers performed well in Kailua and Waimea. ¦ Double wall homes on slab on grade did well. ¦ In Waimea, a cedar single wall home on slab on grade and post and piers performed adequately with numerous gypboard cracks. The earthquake forces appeared to transfer into the stiffer gypboard walks. If gypboard shear walls are used to resist earthquake forces, the homeowner should expect cracking of the gypboard walls. ¦ Well-mortared rock walls performed fair to well. Many minimum-mortared rock walks failed. ¦ Buildings that used Hurricane clips faired well in this earthquake suffering minor damages. ¦ A reinforced hollow the chimney performed with minor cracking. Advice from SEAOH from their observations ¦ Stiffen the lateral resisting system. Add shear walls on four sides. This will lessen the lateral movement and possibly prevent a collapse during an earthquake larger than 6.7. Strap posts to their foundation. This prevents the house from shifting. ¦ Connect posts and braces to their foundations to resist earthquakes. ¦ The traditional "tofu block" foundation should not be used to resist earthquakes. New Policy Change, anticipated ¦ In the future, retaining walls may require a permit, an engineer's stamp and plans approved by the Building Division, prior to start of the work.
