BACKGROUND INFORMATION
PAUKAA COMMUNITY COLLECTOR SEWER, PHASE II
1. What is general background of project and why is it required?
a) Old plantation system dumped directly into ocean in violation of Clean Water Act
b) County through consultants perform engineering study and environmental assessment
which defines area to be served by STP (ref. Eng. Report & Map, 6/73)
c) Council authorizes Mayor to enter into agreements for federal grant (ref. Reso 8/20/75)
d) Plans for Papaikou-Paukaa Sewer System approved by County.
e) County receives federal grant for 75% of construction costs. (ref. EPA 9/30/80)
f) Sewage Treatment Plant (STP) construction completed.
g) Papaikou Sewer Phase I and Paukaa Sewer Phase I construction completed.
h) Plantation operations and population declines, County cannot meet grant conditions.
i) EPA audits and declazes County ineligible for grant funds due to non-compliance.
j) County objects; EPA issues revised Final Determination Letter (FDL) which amends grant
conditions, lowering the design capacity but not the 75% connection requirement.
Construction schedule for Papaikou Ph. II and Paukaa Ph. II required. (ref. EPA 9/24/93)
k) County constructs Papaikou Ph. II, Paukaa Ph. II still outstanding.
1) County receives notice from EPA reminding of grant requirements (ref. EPA 4/3/96)
2. What aze the benefits to community?

ii) Provides business for consultants and material vendors
3. What are costs to community?
a) Connection costs (range from $1000 - $5000 in Paukaa)
b) Permit costs ($20-$30)
c) Sewer fees (currently $18/month billed bi-monthly)
d) Possibly higher property tax based on increased value
4. What are the implications if project is denied or delayed?
a) Per EPA, project should have been completed 6/96. Cancellation or delays to the project
could subject the County to repayment of a proportional share of the grant which amounted
to $6,891,902.
b) Funds for project were planned to be disbursed by the State Revolving Fund (SRF) on
1/97. Delays to the project disrupt the cash flow of the SRF and could cause the project to
be removed from the priority list. The County would then lose the benefit of the low-cost

Dear P1r. Harada:
The Hawaii State Department of Health and this Agency have authorized
award of construction contracts for your Papaikou-Paukaa Sewerage
System project.
This Grant Amendment is based upon the total revised eligible project
costs as approved in the Approval to Avrard. Since the Federal share is
75S of the total eligible project cost, your grant is hereby increased
in the amount of `2,2.75,305, from 52,850,000 to`>5,125,305. The re-
vised total eligible project cost is ;6,833, 74 C.
The original and one (1) copy of the enclosed Grant Amendment are to be
signed and returned to this office as soon as possible. One (1) copy
of your trans.iittal letter should be sent directly to the I-lawaii State
Department of Health.
