Subject: SUPPORTING Res. 16-07 and Res. 17-07
Dear Chairman and Council Members,
Please support Res. 16-07 and 17-07 which delay rezoning for North and South Kona and
South Kohala until their Community Development Plans are adopted.
Within this context, I hope that Changes of LUPAG Designation are DELAYED, as they are a
land use mechanism that can be used to facilitate rezoning that can greatly undermine the
Community Plans in process.
This is illustrated by the case of the F-2 General Interim Plan Amendment in Bill 309, which
was passed DESPITE intense community opposition. The F-2 Amendment changed land use
above Kealakekua Bay to Rural, thus subverting the LUPAG Designation of Important
Agriculture in the General Plan supported by the evolving Kona Community Development
Plan.
It would be senseless to allow developers to rush to obtain LUPAG Use designations to
facilitate higher density development on lands before Important Agricultural Lands are
defined. It would create a loophole for agricuRural lands to be moved into Rural LUPAG
designation before the Community Development Plans and Important Ag Lands definitions
are completed.
The developers would thus become "ENTITLED" to applying for rezoning contrary to the
completed Community Development Plans.
That would undermine the intent of Res. 16-07 and Res. 17-07.
Please support these two Resolutions.
