RE: SUPPORT RESOLUTIONs #18 & #19 TO HOLD ON NEW ZONING
APPIICATIONS
Dear PLANNING COMMITTEE Members, ALOHA,
1 am a member of the "Flood and Natural Hazards° Working Committee of
the Kona Community Development Plan. I am a Director of the Kona Soil and
Water Conservation District. Further I serve as a Stakeholder on the County
Roadway Design Standard and Criteria Committee.
I support these resolutions because the County General Plan calls for an
update to each of the regional drainage plans. The Mapping, area wide plan,
ordinances, and proper enforcement need to be in place, so we are not further
jeopardizing human fife and property. We need to plan for the "inevitable flood
waters."
The Planning Dept., Public Works and the Council MUST create a
comprehensive PLAN and STABILIZE the drainage ways, floodways, historical
ditches BEFORE further development and road planning in N & S Kona. Just as
the road regulations define Arterial, Collector, and Local roads with
regulations, the same system needs to be recognized and regulated for the
water/drainage ways. Further, the two--Roads and drainage-- need to be
designed and regionally planned in tandem.
We have truly unique terrain in each districts. The Flash flooding we
have in N. and S. Kona results in most roadway runoff going rather rapidly
makai onto private land and into our aquifer and ocean. We are still operating
under the 1977 FEMA flood maps. This to me is similar to the Kauai dam
situation. We cannot continue to knowingly approve zoning, building and
grubbing and grading permits which jeopardize people's safety and well being.
Enclosed are 5 copies of the KSWCD "North Kona Floodways" and the
OLLLLD FEMA Maps, such as they are. If the District can assist the Council in
any way in handling this matter, please contact me above.
Resolutions 18 and 19 are a small step in the right direction in allowing
the Kona Community Development Plan to address this crucial issue of mapping
the outdated FEMA maps and including the historical drainage ditches in
appropriate ordinances for human safety and smart regional planning. ~ .Z
