Subject: Status of the South Kona/Kau Transfer Station Project
Dear Chair Jacobson and Committee Members,
The Department is providing the following information for the County Council
Environmental Management Committee at their January 18, 2007 meeting.
Public Meetings were held through August 2006 which produced 16 sites to be reviewed
by a community task force and the deparhnent.
From September through December 2006, the nominated sites were reviewed for initial
suitability and owner willingness to sell their land (or a portion of it, in several cases).
We are now developing the scope of services and the contract for producing the
Environmental Impact Statement (EIS) for the proposed transfer station. It will be used to
evaluate and disclose all envirorunental impacts to include, but not limited to, social,
flora, fauna, traffic, noise, abandoned animals and possible mitigation measures. It could
also identify another land parcel if it met all the criteria and the owner is willing to sell.
The EIS will then be used, along with an appraisal, to purchase the best piece of property
for the transfer station site.
Of the 16 landowners queried:
• 9 responded "NOT available for a transfer station", 1
• 2 responded "YES", Comm. 1'l0. '

The department has not concluded the internal review of this information. We will keep
you informed as the process continues and a site is selected.
