RESOLUTION REQUHtING MANDATORY GLASS CONTAINER RECYCLING BY
RESTAURANTS AND BARS
WHEREAS, the Update to the Integrated Solid Waste Management Plan for the County
of Hawaii adopted by Resolution No. 238-02, Draft 5 on November 20, 2002, identified island-
wide diversion of solid waste from landfills by source reduction, reuse, and recycling as a major
objective; and
WHEREAS, on Januazy 23, 2003, the County Council adopted Resolution No. 28-03,
Draft 2, which further set forth goals and policies to divert 50% of solid waste from any landfill
by 2008, and 80% of solid waste that would otherwise go to any landfill by 2013; and
WHEREAS, landfills have a finite capacity and permitted air space, with the South Hilo
Landfill projected to reach its maximum capacity in no more than two to four yeazs, and the
Pu`uanahulu Landfill reaching capacity at some point in the future upon exhaustion of permitted
air space; and
WHEREAS, landfills are expensive to maintain in order to comply with strict Federal
Enviromnental Protection Agency and State Department of Health requirements while in service
and during post-service monitoring for a minimum of 30 yeazs after closure; and
WHEREAS, a new South Hilo Landfill would be difficult and expensive to wnstruct
and maintain, and siting of any solid waste disposal facility has proven to be controversial and
time-consuming; and
WHEREAS, by diverting reusable materials out of the waste stream, recycling prolongs
the life of landfills; and
WHEREAS, glass containers aze relatively easy to collect, process, and reuse; and
WHEREAS, many restaurants and bazs generate significant quantities of waste items,
particulazly glass containers; and
WHEREAS, currently, most, if not all, recyclable glass is used on-island, generally for
aggregate and pipe-cushioning.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY
OF HAWAII that it supports a rnandate that all restaurants and bazs recycle any and all glass
containers generated at their establishments.
BE IT FURTHER RESOLVED that any mandate shall be timed to allow restaurants
and bars sufficient time to make necessary accommodations for implementation of mandatory
glass container recycling, but no later than 12 months from the effective date of an amendment to
the Hawaii County Code requiring such mandatory glass container recycling.
BE IT FINALLY RESOLVED that the County Clerk shall forwazd a copy of this
resolution to the Department of Environmental Management for drafting of a proposed
amendment to the Hawaii County Code requiring mandatory glass container recycling by
restaurants and bazs.
