Angel; Hoffmann, Pete Subject: Bill 220 (2004-2006) and Bill 221 (Draft 2) (2004-2006) Dear Council Members: I am in process of moving to HPP, where I am building a new home. I have family in the area, and have been a frequent visitor to the area over the past twenty years. One of the main reasons for my relocation is the pleasant rural atmosphere in the Puna area. I have watched 'progress' in the form of bigger roads, more development and thus more people with some dismay over the years. My comfort was in the fact that there was no development allowed fronting Hwy 130. The traffic has increased tremendously over the years, with 'black spots' at the entries to HPP. t cannot believe that traffic will not be adversely affected by t he passage of these two bills. To my mind they are the 'thin end of the wedge'. I would urge you to please vote against this proposed development in order not to exacerbate the traffic situation on Hwy 130. Should you vote for this proposition, the floodgates will be opened for strip malls, liquor stores and other delights of modern civilization -the very thing that I am fleeing the mainland to avoid.
