I am writing to testify against approving the following bill:
Bi11220 (2004-2006): Amends the State Land Use Boundaries Maps for the County of Hawaii by
Changing the District Classification from the Agricultural to the Urban District at Keonepoko, Puna,
Hawaii, Covered by Tax Map Key 1-5-7:53 (approx. 3.317 acres). {Timothy Lynn Gardner,

My reasons are:
There is virtually no thought-through, organized public support for rezoning existing ag land on
highways to accommodate development. To the contrary, the Puna Community Development Plan
community input overwhelmingly is against de-limiting development at this point. In the theme
category of Growth Management Tools & Recommendations, 146 opinions were logged, primarily for
the intent of limiting development and more use of smart planning methods. Approving this bill would
be against public will to control development in general It also is in direct conflict with the overlay
goals of residents to prevent Further alterations to major corridors scenery and to improve road safety.
