We believe chat, on the face of it, creating commercial zoning along the highway is counter to a strong and consistent expressed desire by the community to maintain a rural character with green-belted roads in Puna. Approving rezoning m commercial will make it much easier to continuo with such zoning aloe; 130 - leading in al! probability to estabGshmcnt of strip malls, and other unattractive comtneroiallindusttial structures. These will both destroy the beauty of the area AND distttpt traftlc over the long terra. Our groups have suggested, instead of highw•sy placement. 01' eommerrrial establishments, that commereiaUindustrial development be focused in villages and industrial parks [hat arc shielded from 130 but arc open and attractive internally with marry kinds of services available efticiently and safely- While the entire Puna Community Development Plan may take a considerable period to produce a final product, our warking gtroup and others will be presenting our initial recommendations in early February. As so far developed, these recommendations are clearly against rnrnntctr:ia] development directly on Highway 130.Other recommendations, already in draft form, will address what we believe are better approaches to commercial and industrial land development. Thus we believe it is inappmpiiate for such rezoning applications at this time to he approved. We also want to make clear that the nature of die proposed development, aself-storage facility. is not part of our objections. Infact, aself-storage facility may he very beneficial ro our cotrununity. Our focus and recommendations arc concclned with land use and growth )management issues far all commercial and industral development In Puna.
