Dear Council Member Hoffman,
I would like to submit the following testimony with regards to Bills 220 and 221
(Gardner Rezoning).
Although it has not been formally identified or specified in Draft 2 that the subject
property establish and utilize a shared common access roadway with county facilities
(Fire, Police, and Pazks), as detailed in condition item E, the applicant will contribute the
sum of $200,000 to the County of Hawaii towards the construction of a service road.
Assuming that this service road would be a shared access with the fire department
and: 1) Constructed in accordance with appropriate standards, and 2) Assure safe and
effective vehicle movement, I would like to convey that such a proposal could be
accommodated with anticipated minimal impact to department operations and activities.
However, I would like to concurrently state that my position and testimony is
limited to my review and consideration of any effect or impact on fire department
operations such a proposal may pose, and I will defer to Planning Director Christopher
Yuen's expertise with regards for the comprehensive impact this project may have on the
community.
