Relating to the Definition of Family
Attached for your consideration is Bill 345, Draft 2 that sets forth an amendment proposed by
Planning Director Chris Yuen that was passed at the County Council meeting on Januazy 4,
2007. The amendment adds the provision that if more than one dwelling unit on a lot is used for
a group facility, then the number of persons in each dwelling shall not exceed five, plus program
staff.
Bill 345, Draft 2 amends the definition of "family" to read as follows:
""Family" means an individual or two or more persons related by blood, state-sanctioned
adoption, foster pazentage, guardianship or marriage, or a group of not more than five
unrelated persons (excluding servants), occupying a dwelling unit. The term includes
individuals in larger group living situations described as group living facilities and family
child caze homes and a group of not more than eight unrelated persons, plus andprogram
staff, livine in a facility licensed or certified by the department of health, provided that
if more than one dwelline on a lot is used for such a facility, the number of unrelated
aersons in each dwelline shall not exceed five, plus any aroeram staff."
