Your Committee on Finance, to which was referred Bill No.6, reports as follows:
Bill No. 6, transmitted jointly with Resolution No. 15-07 by Director of Finance William Takaba, via
Communication No. 14, dated December 4, 2006, amends Ordinance No. 06-79, as amended, the
Operating Budget, ending June 30, 2007. The amendment is as follows:

3607.00 Contribution from Private Source General $2,000.00
To:
010.221.5224.02 Fire Prevention - OCE General $2,000.00
These funds were donated as part of Wal-Mart Kona's "Safe Neighborhood Grant" Program. Wal-
Mart Kona has graciously donated $2,000.00 to the Department of Fire to be used towards the
purchase of educational materials to be distributed to the public in commemoration of Fire
Prevention Week and of Emergency Medical Services (EMS) Week.
Pursuant to Article XIII, Section 13-12, Hawaii County Charter, the Council, on behalf of the
County, may accept gifts or donations.
Also, pursuant to Chapter 2, Article 30, Section 2-162(c), Hawaii County Code, any donation or gift
which does not fall within the capitalization procedures of the Department of Finance shall be
submitted to the Council by letter for its approval.

Maka`ala Street, Hilo, Hawaii 96720.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 6, and recommends
it pass first reading.
