We initially considered making the effort to extensively comment on this bill. We found
too many provisions that did not adequately address the problems and created many new
problems. We concluded that the bill was so inadequate to the issue that it could not
really be fixed.
We encourage you not to override the Mayor's veto and to return to the drawing boards on
this one. The issue is complex and difficult because there are so many variations on the
situations trying to be addressed. We do not consider the current bill to be in the best
interest of the animals nor to provide a realistic solution to the problems that come to
your attention.
