I am also in receipt of the memo <br /> sent to the County Council dated December 20, 2006 explaining your veto of Bill 258 Draft 6 along with the <br /> actual contents of the bill sent via fax by your secretary. <br /> I believe I was misled by the actual bill that the County Council passed. The bill that I supported was Bill 258, <br /> Draft 5 which is on the County of Hawaii's website. The bill that your secretary provided is a totally different bill. <br /> It had been redrafted but was not available to the public on the County of Hawaii's website. <br /> It is unfortunate that the County of Hawaii is unable to provide the public with timely and reliable information, <br /> <br /> which the public is to comment on. i am disturbed that I was mislead by erroneous information on the County <br /> of Hawaii's website and provided testimony to a bill that was dramatically changed from the previous draft. I <br /> believe this should be rectified or corrective action should be taken to ensure the public is able to access timely <br /> and accurate information. <br /> In regards to the animal control bill, I am not an attorney and am not able to comment on the "constitutionality" <br /> of the bill, but I had hoped that a measure would be passed for out of control animals. As discussed previously, <br /> the current bill is outdated. In the advent of the current growth and development of the Big Island of Hawaii, a <br /> new bill is imperative, and one that will admonish owners of noisy, vicious and dangerous, domestic animals. I <br /> am not suggesting a bill that is punitive, but a bill that is reasonable and fair to all who have are owners of pets <br /> and domestic animals. <br /> ! deeply respect your decisions you have made for the County of Hawaii. My only reason to vote, when you <br /> made a decision to run for Mayor; was to vote for you.
