reaeone.

ptesertt draft 5 instead of the scheduled draft 4. Therefore, the general public was denied sufficient
rime/awsreness/Imowledge/and review on this. Also, now a draft 6, and this drat! (again) has not been
properly pteser?ted to the grneral public for review or the oppotttmlty for ua to voice otu concerns.
"This is wrong that something as important as this, is being kept from general public review, and was
rushed boforo the Mayor's for his signature. 'T'his was seriously wrong and mast worrisome that this
proposed biU was going to be worao than the b{ll it is intended to replace. Why the rush?
Your own deputy prosecutor Mr. Mitch Ross, our police department, and our Humane Society da not
weal this bill paesad. These are people, and agencies that deal with the day to day problems of animal
control is our community, are the people we should be listening to, and for the County Council to
disrogard them and other animal agencies, is again worrisome and most bizarre.

1. The bill works against good citizens, who are humane Samaritans that feed, care for, and do

These good Samaritans are helping our community by doing what they do, yet according to Section 4-6
(a) they could be tined under penalties Section 4.11.
2. This bill does nothing to defer eaitnal cntelty, in fact, the cockfighting paraphernalia section
referring to gaffe or slashers being prohibited yyp~e~jnpjg~_d. We needed this in there. Reminder, our
state is Nsted as one of the S worse states for animal cruelty, and not protecting our animals.
I la?aw you all do not have much time to teviow each lector that comes beforo you, that's why this has
been kept short. Again, please, please do not overrldo the Mayor's veto. let this bill which is poorly
written, and a bed bill for the animals w woll as for those who would have to enforce it, be put away and
redo a new bill in 2007, u Mr. Mitch Rosa, Police Department, end our HIEIS suggest.
The Oahu Animal control Bi11 which this was model front, which works for Oahu, has bean so
chopped up, that it has become incredibly a "bad" bill for our island, worse than the present bill it was
intended to replace.
Again, we the people have not had the opportunity to obtain the latest draft copy (draft ti) to review
any of the latest changes to this bill, and it would bo wrong to pass a bill that dleregarde any "do process"
of the community input .
