Ladies and Gentlemen:
I am writing in opposition to the captioned bill, which would appparantly allow up to eight unrelated persons,
plus an unspecified number of caregivers, to live in an existing single-family home that would be redsignated as
a care home. I have spoken to several other homeowners who are opposed to this bill, fearing for the character of
their neighborhoods and the adverse effect on property values. I share their concerns and would like to add
another one--the threat of greatly increased abuse of our senior citizens.
Most single-family homes in Hilo are relatively small, with a living room/dining room, a kitchen, two or three
bedrooms and one or two bathrooms. I believe that the captioned bill, if passed, could reult in the creation of
instant slums, as the owners and operators of newly-designated care homes crowded many more residents, all
needing constant assistence in eating, bathing, dressing and toileting, into a space that is grossly insufficient to
serve their basic needs.
My mother died in 2001 at the age of 95. She spent her last six years in a nursing home on the Mainland,
where she had her own room and received good-to-excellent care. This care was expensive, and fortunately my
mother was able to afford it. My wife's mother died in 2005, at the age of 89. She died in her own home, where
she needed the assistance of caregivers for the last three years of her life. Neither my wife nor I would have
considered, for one minute, allowing our mothers to move into a "care" home in Hilo of the type that would be
allowed if the captioned bill becomes law.
