This measure that <br /> will amend the definition of "Family" to include a group of not more than eight unrelated <br /> persons, plus any program staff, living in a facility licensed or certified by the <br /> Department of Health is unacceptable to me. <br /> It does not take into consideration the general intent of Zoning Regulations, water and <br /> waste water service to the area, traffic, parking, noise, etc. Because this "bill" is <br /> completely open ended, it will allow any and all properties that are currently zoned for <br /> 'single family dwelling' to have eight (8) plus related or unrelated people in the <br /> dwelling unit at any given time. <br /> In other words, if one has an Ohana Property, with two houses on one lot, there could be <br /> 16 residents and an additional 4, 6, or 8 plus caregivers for a total of 20 plus people on <br /> the property at any given time. This would mean 20 plus people are using two cesspools on <br /> one lot, 20 plus people are parking cars on to county or private streets fronting the <br /> property. Furthermore, it would allow for several dwellings in the same neighborhood to be <br /> used as such, thereby completely changing the nature of a "residential neighborhood <br /> setting" to one of "multiple family setting". A vague measure of this nature could have a <br /> negative effect on the housing. In the course of time a neighborhood of such a "multiple <br /> family setting" could turn into a slum. <br /> There must be a more appropriate area for such "multiple family <br /> settings" of not more than eight (8) unrelated members plus staff.
