Committee on Public Works & Parks
February 6, 1997
Mr. Chairman, Committee Members: I am David Blyth, the immediate past president of
the Hawaii Island Contractors' Association, testifying today regarding Communication
98, the appointment of Donna Fay K. Kiyosaki as chief engineer of the County of
Hawaii.
The HICA is a construction industry organization with some 260 members. Our
president, Hugh Willocks, has asked me to express his regrets that a prior commitment
made it impossible for him to be here today.
Our organization has gone on record supporting this appointment.
Over the past four years, members of our organization have worked closely with Mrs.
Kiyosaki as she has pertormed her duties as chief engineer.
We have high regard for her professionalism and her abilities and especially for her
effectiveness as a communicator, with our organization as well as with the general
public.
We strongly urge your committee to report this appointment to the full council without
reservation.
