the status of videoconferencing, equipment, and staffing Committee and Council
meetings to be held in West Hawaii. Cites Resolution 402-06 (Drafr 4) and
Council Rule 2 relating to the above-mentioned provisions.

Res. 20-07: Enhances the Role of the Hawaii County Council as the Policy Making Body for
the County of Hawaii by Directing that the Council Take a More Proactive Role in
the Annual Budget Process. {Provides specific input to the Mayor regarding
Council funding priorities for the 2007-08 fiscal year, and asks that the Mayor
include the identiSed funding priorities in the operating budget which would be
submitted to the Council on March 1, 2007. Specific funding priorities include:
provide adequate funding and resources for Community Development Plans around
the island; increase mid-level management personnel in the Parks and Recreation
and Planning Departments; increase the number of positions in the Fire Department;
allocate funds for college tuition expenses for cadets enrolled in the Police
Department's Cadet Program; and prioritize capital improvement projects indicating
specific funding sources for each project.}

becoming a lobbyist. {Article 15, Section 2-91.3(6), Hawaii County Code} A lobbyist means "any individual
engaged for pay or other consideration who spends more than five hours in any month or $275 in any six-month
period for the purpose of attempting to influence legislative or administrative action by communicating or urging
others to communicate with public officials." {Article 15, Section 2-91.3(a)(6), Hawaii County Code}
