Wayne Rifer, Principal of Rifer Environmental, has 27 years experience in the environmental field, including operations management, consulting, project management, and research and analysis. He is an experienced project manager who works frequently in association with other specialists and consulting firms to meet the needs of the client. In addition, Mr. Rifer has experience in the field of disaster debris management. Recently Mr. Rifer managed a team of consultants to develop the State of Hawai i Disaster Debris Management Plan. In 1992 Mr. Rifer was helping the County of Kauai, Hawai i update their solid waste management program. On September 11 of that year Hurricane Iniki struck the island, causing extensive devastation. The consulting team was assigned to a three-yeaz effort to help manage the massive quantities of disaster debris. Under the Mayor's direction Mr. Rifer managed the consulting effort to design a debris management and diversion program. Debris separation protocols were quickly implemented so that green waste, metals, plastic sheeting and clean C&D materials could be recovered. Contractors were hired and materials processed and reused to the degree practical and cost-effective. WAYNE E. Proiect: Design of East Hawai i Sort Station Complex Client: County of Hawa? i, Hawai i Mr. Rifer managed the engineering team through the design phase for a new facility to receive waste from East Hawai i, process it for recovery of recyclables and compostables and reload it for transport to a disposal facility. He developed procurement documents for recycling services. Proiect: Maui County Curbside Refuse Collection System Plan Proiect: Maui Couuty Public Communications and Education Plan Client: County of Maui Contact: Mr. John Harder, Solid Waste Director Mr. Rifer, together with EcoData, Inc. of Connecticut, undertook to projects in sequence to perform a professional review of the current Maui refuse collection systems, recommend future changes, and implement an education campaign. The team recommended automated refuse collection, yard trimmings and recycling collection at the curbside, and apay-as-you-throw fee system to increase efficiency and improve diversion from landfill. RIFER ENVIRONMENTAL PROJECT EXPERIENCE Project: State Integrated Solid Waste Management Plan Revision Client: State of Hawa? i Contact: Ms. Caroline McCabe, Environmental Planner Mr. Rifer has served as project manager for the revision of Hawai is Integrated Solid Waste Management Plan. The Plan describes the local conditions of solid waste management throughout Hawai i, addresses six key focus topics in depth, and makes recommendations for system improvements. The focus topics and contents of the plan were developed in close coordination with a State Solid Waste Advisory Committee. Project: Disaster Debris Management Plan Client: State of Hawaf i Contact: Mr. Lane Otsu, Environmental Planner Mr. Rifer was project manager for the development of Hawai'i's Disaster Debris Management Plan. The Plan includes a computer model for estimating debris quantities generated by different events, best management practices for debris types, a process for selection of storage and processing sites, guidance for County preparedness planning, and a debris management action plan. The Plan was developed in coordination with a State Disaster Debris Advisory Committee. Project: Integrated Solid Waste Management Program Client: County of Kauai, Hawai i Contact: Mr. Dale Burton, (formerly) Solid Waste Manager, County of Kauai Mr. Rifer was project manager for a series of projects for County of Kauai in the eazly 1990's. Kauai Recycling_Plan and Statewide Workshop. Mr. Rifer's team initially provided assistance to the County of Kauai in the design and development of their recycling program. This included a workshop on Kauai for local and state representatives from throughout Hawai i which addressed funding of recycling programs and ways to develop market opportunities. County Integrated Solid Waste Management Plan. Mr. Rifer then managed the development of the County Integrated Solid Waste Management Plan involving design for all elements of the collection, diversion and disposal systems. Solid Waste User Fee Rate Study. Mr. Rifer designed a comprehensive solid waste user fee. Fees were set for residential collection and for disposal at transfer stations and the landfill, based on principles of full cost accounting. Amini-can and bag-and-tag incentive program was proposed, together with a new solid waste utility billing system. Project: Disaster Debris Clean-up Client: County of Kaua i, Hawai i Contact: Mr. Dale Burton, (formerly) Solid Waste Manager, County of Kauai When Hurricane Iniki struck the island of Kauai on September 11, 1992, it created approximately 1.7 million cubic years of solid waste. Mr. Rifer managed the consulting team to respond immediately with planning and engineering assistance. The team assessed the system-wide debris generation impacts to support FEMA cost reimbursement and help design scenarios for material recovery and disposal. Temporary debris- receiving sites were established with management and closure plans. A segregation and processing plan that emphasized waste diversion for several categories of debris was prepared. Upon determining that the debris would fill the island's landfill in less than a year, the team sited, designed, and managed construction for a new landfill that opened in record time. RIFER ENVIRONMENTAL PROJECT EXPERIENCE ELECTRONIC PRODUCT STEWARDSHIP Project: Electronic Product Environmental Assessment Tool (EPEAT) Client: Zero Waste Alliance grantee of U.S. EPA Mr. Rifer is currently the Operations Manager and was formerly the Project Manager for amulti- stakeholder project to develop and implement a progam to measure the environmental performance of electronic products to be used by governmental and institutional purchasers. Project: Western Electronic Product Stewardship Initiative Client: U.S. EPA Region 10 and various state and local governments in the Northwest Mr. Rifer managed the consultant team to conduct amulti-stakeholder dialogue regazding the management of electronic waste in the Northwest. The dialogue resulted in an Action Plan to enhance the local infrastructure and address environmentally sound recycling. For more information see www.w si.or . Project: National Electronic Product Stewardship Initiative Client: U.S. EPA Region 10 and Headquarters Office of Solid Waste Mr. Rifer represented stakeholders in the Pacific Northwest at an ongoing multi-stakeholder negotiation to develop a national ageement between the electronics industry, governments, recyclers and environmental advocates to create and finance a system to recycle end-of--life computers and televisions CALIFORNIA AND THE SOUTHWEST Project: City-Wide Residential Recycling Implementation Program Client: Bureau of Sanitation, City of Los Angeles, California Mr. Rifer directed the consultant team to develop the nation's lazgest residential recycling and composting progam. It has been implemented throughout the City of Los Angeles. Project: Residential Curbside Recycling Program Client: City of San Francisco, California Mr. Rifer managed the project to design and implement the city-wide residential curbside recycling progam, addressing the unique difficulties of San Francisco's challenging terrain. Project: AB 939 Source Reduction and Recycling Elements for 54 Cities Client: Cities in Los Angeles County, California Mr. Rifer directed the consulting team that developed source reduction, recycling and composting plans for 54 cities, including the city of LA, in response to California's AB 939 legislation. Project: Recyclables Processing System Design and Transfer Station Design Study Client: City of Phoenix, Arizona Mr. Rifer assisted the City of Phoenix in design and development of its 27th Avenue Solid Waste Management Facility. The work included design of waste processing for material recovery, development of performance-based specifications, and procurement of processing equipment. RIFER ENVIRONMENTAL PROJECT EXPERIENCE PACIFIC NORTHWEST Project: Recycling Element and Cost Model for the Comprehensive Solid Waste Plan Client: Snohomish County (Everett), Washington Mr. Rifer worked with Snohomish County to develop a comprehensive waste reduction and recycling program. Feasibility, cost evaluations and recovery estimates were developed, and recommendations were made for recycling and associated support programs. Project: Recycling Element of Comprehensive Solid Waste Plan Client: Skagit County (Mount Vernon), Washington Mr. Rifer managed a project to evaluate existing recycling conditions, identify markets for the County's recyclable materials, project revenues and costs, and recommend options. Project: Recycling Element of Comprehensive Solid Waste Plan Client: Kitsap County (Bremerton), Washington Mr. Rifer was responsible for developing the recycling element of the County's comprehensive plan. Project: Recycling Potential Assessment Client: Solid Waste Utility, City of Seattle, Washington Mr. Rifer headed a team of consultants that examined the maximum potential waste diversion available to the City through recycling and composting. The project developed five city-wide, all-sector recovery scenarios and assessed their effectiveness and costs. Project: Non-Residential Recycling Strategic Plan Client: King County (Seattle), Washington Mr. Rifer headed a team to formulate strategic plans to assist King County in its efforts to achieve high levels of waste reduction and recycling from the non-residential sector. Project: Technical Assistance Research Related to HB 1671 Client: 1989 Washington Legislative Assembly, Olympia, Washington Mr. Rifer worked closely with Representative Art Sprenkle in developing HB 1671, Washington's comprehensive Waste Not Washington Act. Mr. Rifer wrote bill provisions regarding jurisdictional roles, service levels, economic feasibility, and a statewide master plan. Project: Best Management Practices for Solid Waste Client: Washington State Department of Ecology, Olympia, Washington Mr. Rifer was responsible for the recycling elements of the study that analyzed and recommended best solid waste management practices for the state of Washington. Project: Assessment of Regional Processing Options and Procurement Approaches Client: Greater Vancouver Regional District, British Columbia, Canada Mr. Rifer worked with the Greater Vancouver Regional District to review and advise on a course of action for procurement of regional recycling processing services. RIFER ENVIRONMENTAL PROJECT EXPERIENCE SELECTED PRIVATE SECTOR CLIENTS Project: Action Plan to Reduce Waste Management Costs Client: Smith's Food and Drugs, Layton, Utah An on site waste system audit was performed in cooperation with the plant's operations management team. Ten cost control actions were recommended that could reduce waste management costs by 20 to 30 percent. Project: Waste Paper Sourcing Studies Client: Confidential Paper Industry Clients Mr. Rifer provided paper sourcing studies to profile the availability of waste paper in major regions of the US and Canada. Project: Recycling and Materials Recovery Options for a Transfer Station Proposal Client: Schnitzer Investment Corporation, Portland, Oregon Mr. Rifer and his team provided assistance to this proposer in the design of a transfer station to serve the Portland, Oregon, Metropolitan Service District. Project: Weyerhaeuser Waste Integration Service Center Client: Manufacturing: Kraft Foods, Quaker, Coke Cola, Hormel, Levi Strauss Retail: KMart, Builders Square, Lawes Stores, Thrifty-Payless, Pizza Hut Mr. Rifer was Business and Operations Manager for the Weyerhaeuser Waste Integration Service Center (WISC), which provided full service waste management services. Through professional service management, increased market leverage and enhanced waste diversion, WISC was able to save customers 20 to 30 percent on their waste system costs.
