Enclosed is a revised Project Data/Financial Impact Statement for the West Hawaii Composting
Facility Project that from Bazbaza Bell, Director of Environmental Management. Below is a
Ramseyer description between the two Financial Impact Statement. The language being deleted is
bracketed and striked through. The new language is underlined.
Proiect/Pror'ram Description:
Project involves [plam~g-ate] development of -°---•~"°a F only the
infrastructure for multiple functions at the resource recovery area adjacent to the West Hawaii
Sanitazy Landfill at Pu`uanahulu. The [F ,.:r....:° ° °:,a° °
development of this raw land includes grubbing and grading,
retention ponds for stormwater management, as well as roads and utilities (water, electric). Thev
will be shazed between oreanics composting, fats oils and rg
eases (FOGsI processing, scrap metal

for solid waste equipment.

This proiect is another step forwazd in attaining
our county goal of minimizing what goes into any landfill.
Impact on Operational Budget:
Additional operating costs at the composting facility will be paztially offset by the greenwaste
tipping fee. That [The] net impact on the operational budget is estimated at $250,000-$300,000
per yeaz. Scrap metal recycling costs are expected to remain the same. Disaster related costs
should be substantially less.
Enclosed for your review and approval is Bi113, Draft 2 that amends the name of the project to
"Greenwaste & Composting Site Prepazation and Ground Infrastructure at the West Hawaii
Sanitary Landfill" from Greenwaste and Composting Facility at the West Hawaii Sanitazy
Landfill in Section 1.
