RESOLUTION NO. 39 ~
RESOLUTION URGING CONGRESS TO APPROPRIATE FUNDING FOR THE
DEPARTMENT OF DEFENSE TO IMPLEMENT MANDATORY TESTING FOR
DEPLETED URANIUM ON ALL RETURNING MILITARY SERVICE PERSONNEL
FROM THE IRAQ AND AFGHANISTAN WARS AND ALL OTHER THEATERS
WHERE DEPLETED URANIUM WEAPONS SYSTEMS ARE BEING USED
WHEREAS, Depleted Uranium is a chemically toxic and radioactive heavy metal and
waste product of nucleaz fuel or nucleaz bomb production during which natural uranium is
depleted of uranium 235; and
WHEREAS, Depleted Uranium emits radioactive alpha particles that can cause cancer
when inhaled or ingested and can cause kidney and lung damage. Depleted Uranium can also
cause mutations that can be cazried forwazd from one generation to another; and
WHEREAS, there is documented proof that Depleted Uranium exposure from US
weapons systems have potentially life threatening health and reproductive impacts on service
personnel; and
WHEREAS, Depleted Uranium weapons systems aze in use in the Iraqi, Afghani and
other theaters of operations; and
WHEREAS, currently there is no comprehensive system oftesting militazy personnel
with the best and most accurate measures of Depleted Uranium exposure at the point of military
personnel leaving active duty stations in the middle east; and
WHEREAS, many troops stationed in Hawaii or from Hawaii are serving in foreign
wars at present; and
WHEREAS, we must remember and support the health and social needs of our troops
and their families.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY
OF HAWAII, that this council urges Congress to appropriate funding and to implement
mandatory testing for Depleted Uranium on all returning military personnel from Iraq and
Afghanistan wazs and other theaters where depleted uranium weapons systems aze being used,
using the best and most accurate measures of Depleted Uranium exposure in urine and
chromosomes samples.
BE IT FINALLY RESOLVED that the County Clerk will forwazd copies ofthis
resolution to the members of the United States Congress and President George W. Bush.
