RESOLUTION NO. h6 ' 1 '
RESOLUTION TO ENCOURAGE THE ADMINISTRATION TO CONSTRUCT THE
NECESSARY COMPONENTS OF THE WEST HAWAII CIVIC CENTER IN A
FISCALLY PRUDENT MANNER.
WHEREAS, the County of Hawaii Department of Public Works is in the process of
implementing the initial phase of construction of the West Hawaii Civic Center ("Center");
and
WHEREAS, this Council recognizes the need for, and the importance of, the West Hawaii
Civic Center; and
WHEREAS, the primary need of the Center is to provide better service to the community
by consolidating agencies in one convenient location; and
WHEREAS, the need for the West Hawaii Civic Center must be tempered by fiscal
prudence and responsibility; and
WHEREAS, representatives from the Department of Public Works have stated that
the plans for the Center include components necessary for the effective and efficient conduct
of County business; and
WHEREAS, the representatives have also stated that the plans include components, labeled
as "additives", which are not necessazy for the effective and efficient conduct of county business;
and
WHEREAS, these additives include a children's play area, amphitheater and a museum;
now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII, that in the
interest of fiscal responsibility and prudence, the construction of the West Hawaii Civic Center will
focus on those components deemed necessary by the Department of Public Works.
BE IT FURTHER RESOLVED, that the West Hawaii Civic Center will not include the
following additives: the play area, amphitheater and museum, until such time that the construction
costs of these components becomes fiscally prudent.
BE IT FINALLY RESOLVED, that the County Clerk shall forward copies of this
resolution to Mayor Harry Kim and Bruce McClure, Director of the Department of Public Works
and that Director McClure.
