Dear Mr. McClure:
Pursuant to discussion at the Committee on Finance yesterday, Committee Member Pete
Hoffinann proposed an amendment to page 3 of the report, and was agreed upon by the
Committee on Finance as a whole.
Enclosed please find a copy of Mr. Hoffmann's proposed amendment for you to forward to the
consultant. Upon your receipt of said amended report, please provide a copy to the Committee
on Finance for numbering.

"III. DESCRIPTION AND ESTIMATED COST OF PROPOSED FACILITIES
B. Estimated Cost of Proposed Bond Financed Public Improvements
The types of facilities proposed to be financed by CFD No. 2006-1 are
described below:
• Roadway and roadway improvements, including utilities, curb and
gutter, lighting, sidewalks, irrigation, landscaping, traffic control and
signalization, design, engineering, permitting, grading, and demolition,
and any and all appurtenant facilities relating to the foregoing. [use

including traffic mitigation measures required as a consequence of the
development of the land in CFD No. 2006-I, including, but not limited
to, two intersections at the Queen Ka`ahumanu Highway.
• The roadway and roadway improvements will include amauka-makai
road that will connect Waikoloa Village at Hulu Street to the Queen
Ka`ahumanu Hi~hwa~just inside the northwestern boundary of the
CFD This road will be constructed pursuant to the design criteria,
proposed alignments and intersection requirements with Hulu Street
and Queen Ka`ahumanu Highway as delineated by the County or
State This mauka-makai connector is the highest priority facility
bein;; funded by CFD No. 2006-1 • therefore no more than $20 million
in bonds will be issued by the CFD before this mauka-makai connector
is completely funded."
