The Committee For An Appropriate Transfer Station believes TMK: 3-9-2-150-060 (aka 150-60) is a
poorly chosen site for a transfer station. This site borders private properties in subdivisions using
neighbor lands as buffer zones. DEM needs to find a site that would not generate severe neighbor
opposition or intrusion. This facility is intended for the South Kona / Kau districts not just Ocean View.
There are many negative effects this site will generate if the Transfer Station goes in.
View plane issues.
Limited line of sight.
Site 150-60 will detrimentally affect the lives of property owners. Would you want a
transfer station in your backyard? Using neighbors lands as buffer zones creates this
problem.
Inadequate vector control is a current problem at Transfer Stations.
Noise pollution.
Odor pollution which attracts flies and other disease vector.
Equipment leakage of hydraulic fluids and oil.
Illegally dumped contaminants and hazardous wastes escape into the environment.
Wind borne debris from site and blown from vehicles on route to the transfer station.
Detrimental effect on quality of life for residents and community members.
Illegal dumping. It is assumed users of facility will follow laws against this.
Degradation of environmental quality.
Negative impact on welfare and public health.
Traffic impact. Left turns to get in and out of facility. Most of the traffic travels north and
parcel 150-60 is makai of the highway creating congestion and excessive gas emissions.
Many people drive down Aloha Blvd. and have to back track going against the flow of
traffic.
Expensive highway work needed to accommodate left turn traffic lane.
Recycled jars and cans are breeding grounds for mosquitoes and rats.
Feral and free roaming animals are an ongoing problem in Ocean View. They will travel
and cross the highway to get to the transfer station causing accidents.
Spread of coqui frogs.
FOG: Fuel oils and grease recycling creates an unhealthy quality of life and attracts feral
animals.
Diseased plants will spread through compost and mulch.
These are significant issues with negative impacts to all property owners. Whether or not the County and
DEM agree with this hardship the negative effects still exist. Once again The Committee requests site
I50-60 be eliminated for consideration as a Transfer Station for the South Kona / Kau Districts.
The Committee has submitted many other sites. DEM has five more suitable locations from us with

willing sellers for the new transfer station. At this time they will not give us the TMK's to share with
you. We have spent many hours in document review, public meetings and responding to the concerns of
many community residents about the new transfer stations location. A more rural location with greater
land for buffers is needed.
