Your Committee on Finance, to which was referred Bill No. 3, reports as follows:
Bill No. 3, transmitted by Director of Finance William Takaba, via Communication No. 11, dated
December 4, 2006, amends Ordinance No. 06-80, as aznended, the Operating Budget, ending
June 30, 2007. The amendment is as follows:

Your Committee on Finance discussed this measure and expressed concerns relating to the amount of
the appropriation for this project. Your Committee asked Ms. Barbara Bell, Director of Environmental
Management, to reassess the appropriation amount and determine if cost sharing of the project would
be an avenue for the County to review in order to reduce the cost to the County of Hawaii.
Another concern expressed was in regazds to trucking to West Hawaii Sanitary Landfill. Ms. Bazbaza
Bell along with Mike Dworsky, Solid Waste Division Chief, informed Your Committee that at the
present time there is no plans to truck to the West Hawaii Sanitazy Landfill.
Pursuant to Section 46-7, of the Hawaii Revised Statutes, and Section 13-13(b), Hawaii County
Charter, the Mayor is already authorized to apply for, receive and expend the funds for the project
identified in the Operating Budget.

pass first reading.
