Your Committee on Finance, to which was referred Resolution No. 20-07, reports as follows:
Resolution No. 20-07, transmitted by Council Member Pete Hoffmann, via Communication No.
31, dated December 13, 2006, to enhance the role of the Hawaii County Council as the policy
making body for the County of Hawaii by directing that the Council take a more proactive role
in the annual budget process.
Your Committee expressed the good partnership effort of Resolution No. 20-07 with the
Administration whereas the Council wishes to provide its input of funding priorities to the Mayor
prior to submission of the operating budget to the Council. The goal for Your Members is to
work with the Department's directly to determine what it would take to make each department be
more efficient.
Your Committee expressed concern regazding the Police Department Cadet Program with
respect to the annual appropriation which would be used for college tuition cost as to the legality
of the specifics of the appropriation to the cadets i.e. as to what constitutes qualifications for
tuition.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 20-07
and recommends its adoption.
