'`IS RESOLUTION AUTHORIZING THE RECEIPT AND EXPENDITURE OF THE YOUNG MEN'S CHRISTIAN ASSOCIATION (YMCA) AWARD OF $16,000 FOR THE PAHOA WEED & SEED PROGRAM WHEREAS, the Pahoa Weed and Seed Project has been approved to receive Federal Project Safe Neighborhood funding through the Young Men's Christian Association (YMCA) of Honolulu; and WHEREAS, the YMCA is awarding $16,000 to the Hawaii County's Office of the Prosecuting Attorney, which has agreed to receive the funds on behalf of the Pahoa Weed and Seed group to facilitate execution of community drug-free and drug education activities; and WHEREAS, the funds will be used fora "Get High On Life" event at Pahoa High and Intermediate schools and expand it by increasing the number of providers of after-school activities and by organizing a similar events at Pahoa Elementary School at the local Charter Schools; and WHEREAS, Hawaii Revised Statutes, Section 46-7, requires that county departments obtain the consent of the council to expend and receive any funds or other assistance from the federal or state governments in connection with projects being or to be undertaken pursuant to any powers granted by law. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that it authorizes the receipt and expenditure of funds awarded to the Office of the Prosecuting Attorney. BE IT FURTHER RESOLVED, in accordance with section 46-7, Hawaii Revised Statutes, that the Mayor of the County of Hawaii is authorized to execute, on behalf of the County, an agreement and related documents, to enable the Office of the Prosecuting Attorney to assist in the "Get High On Life" project as described in the funding proposal for the Pahoa Weed and Seed Program, attached hereto and incorporated herein by reference as Exhibit "A". BE IT FURTHER RESOLVED that the County Clerk of the County of Hawaii shall transmit copies of this resolution to the Office of the Prosecuting Attorney and the Department of Finance. PROJECT SAFE NEIGHBORHOODS Funding Proposal For Pahoa Weed and Seed Three Get High On Life events were held in Pahoa, the most recent one was funded by a Healing Our Island Community Fund grant and a Project Safe Neighborhoods grant. It took place at Pahoa High and Intennediate School (PHIS) and included a showing of a PSN video, ananti-drug cheer performed by the cheerleaders, and booths staffed by various providers of youth after-school activities, such as Ala-Teen, Jr. Life Saving, Belly Dancing, USDA Youth Loans for Farm Projects, etc. The Boys and Girls Club table offered "ice" education games, Pahoa Weed and Seed had a contest: a hip one-liner refusal to an offer to try drugs (top 3 winners got bags of school supplies), and tee shirts in the school colors with the message "Daggers (Pahoa means "dagger") Don't Do Drugs!" were given to all who signed up for an after school program. The event was extremely successful and the school wants to make it an annual event. We propose to put on a 4's annual Get High On Life in September and expand it in the following ways: 1. Supplement the PHIS event by increasing the number of providers of after- school activities: a. Ask the Hunter Education instructors from DLNR-DOCARE to either set up a table to enroll students for their classes, or conduct a mini- class on that day or on another. b. Bring in AYSO Soccer, Pop Warner, soft ball, volleyball, basketball and other sports groups who declined to take part last yeaz for varying reasons. c. Provide the tee shirts again, but this time print enough for everyone, including staff. d. Ask the Remote Control Club to do a flying exhibition trailing anti- drug and gun slogans -give out balsa plane kits. 2. Organize a similaz event for Pahoa Elementary School, featuring age- appropriate activities. Perhaps the PSN mascot could instruct the children on what to do (and not do) if they see a fuearm or other weapon. The Fire Dept. has indicated that they maybe available to give the children mini tours of the hook and ladder and ambulance. Pahoa Weed and Seed's mascot, Frosty Polaz Beaz will attend in person. 3. Organize a similar event for the local Charter Schools, some of whom have already expressed an interest in getting involved in this activity. Hawaii Academy of Arts and Sciences, which is the most centrally located of the chazter schools, has offered to host the event on its campus. We will be asking the Youth Council to assist us in organizing these events. The Youth Council is a teen-run subcommittee of the Pahoa Weed and Seed Youth Committee. EXHIBIT "A" They determine what sort of events and activities our youth desire and provide this input to the Youth Committee. The Youth Committee and the Steering Committee help them to implement these activities. We want them to learn how to put on events (a good life skill) and Get High On Life will provide them with another opportunity to learn and to be involved in their community. The schools will be partnering with us. They will arrange the scheduling and class movements, provide the venues for the various activities, and provide the equipment for them as well, such as VCR and lazge screen monitor for videos, microphone and stage, etc. PHIS has a student enrolment of about 750. Pahoa Elementary has 360, and Keonepoko Elementazy 579.The Charter Schools: HAAS has about 200 students. Calls to Kua O Ka La and Waters of Life have not yet been returned, but this is not surprising since classes begin on July 28`h and everyone is scrambling to prepaze. The Youth Council is composed of 12 youths. Since we only just learned about the availability of these funds, we have not had sufficient time to do more detailed planning. The Youth Council, for example, isn't scheduled for another meeting for several weeks. Therefore, the following budget is not carved in stone, but is, instead, preliminary. '/z % tax $687.50 At this point we are looking at a cost of $11,840 minimum, not counting bumper stickers. We would like the students to take these home as gifts to their pazents, so assuming 2,525 stickers at $1.00 each the total would be $14,365; if the stickers cost $1.50 the total would be $11,840 + $3,787.50 = $15,627.50. We aze also assuming, at this point, that Kua O Ka La and Waters of Life Charter Schools have similaz populations to that of HAAS, so we aze calculating on the basis of 600 charter school students.
