Re: Resolution for multi-year lease
Enclosed is a resolution authorizing the payment of funds for more than one fiscal year
for the lease of one (1) D7 Bulldozer for the Department of Environmental Management
Solid Waste Division. This D7 Bulldozer is needed to maintain operations at the West
Hawaii Landfill.
The Solid Waste Fund does not have the resources to purchase the referenced
equipment and therefore request the authority to enter in a lease agreement for five (5)
years. The funding for this lease is included-within the current fiscal year's budget.

A. REQUEST:
A resolution authorizing the payment of funds of a later fiscal year and of more than one fiscal year for one
(1) D7 Bulldozer, one (1) D6 Bulldozer, and one (1) Boom Truck.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The Solid Waste Division requests authorization to finance the purchase of one (1) D7 Bulldozer, one (1) D6
Bulldozer, and one (1) Boom Truck through a 5 year lease agreement with purchase options.
An additional D7 Bulldozer is needed to maintain operations at the West Hawaii Landfill. Bulldozers are
used to cover the waste brought into the landfill on a daily basis as required by State Department of Health
regulations. There is currently only one D8 bulldozer at this site and two bulldozers are needed to insure
continued daily operations when repairs and maintenance are required.
An additional D6 Bulldozer is needed for the sliver fill operations at the South Hilo Sanitary Landfill. The
sliver fill operations require this smaller bulldozer due to the steeper slope of the landfill. This equipment is
currently being rented.
An additional Boom Truck is needed for the Kona Solid Waste Baseyard. This equipment will be used to
safely move heavy items.
